[F] Incorrect resources counting

    Description:
    when user want to build any block, on the right side we have a require resources box and there is two issues:
    1. Counting of required resources doesnt work until player start to weld.
    2. Counting doesnt count correct quantity of actual owned resources.

    This isn't a bug. This is how welding was designed to behave. Essentially, you're "depositing" components into the block. The number on the left is the number of components that have already been added to the block, and the number on the right is the number of components the block requires. This makes it possible to produce some of the more resource-intensive blocks in the game even if you don't have all the components when you first start building (you can add just a few components at first, retrieve more components from storage, and then continue building the block).
