Block Raycasts Failing (can mine through, and can't build)

As the title says. Can mine through them like they're not there. Can't build them, or remove them. This bug usually only occurs when I am above the block in question. Can be worked around by obtaining a position where the offending block is above the camera. See for yourself:

And while we're on the subject of bugs, I see the button on the map to cycle areas with taxes near expiration, is still broken?
