The Space Engineers application config can be found here:
    C:\Users\%username%\AppData\Roaming\SpaceEngineers

    Or here:
    %APPDATA%\SpaceEngineers

These are the valid locations for the "SpaceEngineers.cfg", as described by Keen, for a Windows 7, and Windows Vista operating systems.

    C:\Users\%username%\AppData\Roaming\SpaceEngineers
    %APPDATA%\SpaceEngineers

    quickest way there:
    1. Copy this text including the quotes. "%APPDATA%\SpaceEngineers"
    2. Press Window R. (that is the Windows Key in combination with the 'R' key).
    3. Paste over any text you have there.
    4. Press Enter.
You should be presented with a Windows Explorer showing a folder that contains:
    • Mods
    • Saves
    • Screenshots
    • WorkshopWorlds
    • SpaceEngineers.cfg
    • SpaceEngineers.log
    • SpaceEngineers-VRageRender.log

Unless you are running Windows XP?

    C:\Users\<username>\AppData\Roaming\SpaceEngineers

    or do:
Start > Run (can also use Windows flag + R on key board)
    enter: %appdata%\SpaceEngineers

And asked before what you didnt answer: Are you running Windows XP? If so, check: C:\Documents and Settings\<username>\Application Data\SpaceEngineers

You will only find the configuration file in the locations stated above AFTER you have run the game one time. After you've run the game the first time, the files will populate in your appdata/roaming folder and you will be able to access the configuration file then.
If you cannot find these files, it's likely that they simply haven't been populated yet.

Please remember people, that you'll only find your configuration (and other) files, within your appdata/roaming folder, AFTER you've run the game for the first time, as the files are not populated in the folder until the executable is run. So if you're unable to locate your configuration file and the space engineers folder within "appdata/roaming" folder, then it's likely that you haven't started the game for the first time.
