I'm in a curious predicament. My situation in life has seen me without internet at all at my home for several months, and will continue this way for the foreseeable near future (several more months). I'm working on a space station project that I intend to use to make several videos around if all things fall into place BUT 3 different sets of mods aren't even loading into my game.

In order to make mods load from the steam workshop while truly "offline" you need to do 2 things.
    1) The current game must be set to "offline".
    2) You need to convert all mods from the .sbc file to a .zip file and unpack the .sbc into the same mod folder.

I've done both of these things with over 20 different mods and can confirm they work in every possible situation in such a fashion.

The mods that aren't loading are:

Riptide's CW & EE Continued, pack
    Reinforced Heavy Armor (by WingSunLee)
    DeadTech MessHall Pack

I had a friend come over last night so I could use his mobile internet to update the game to the most recent hotfix, update, and update all the mods.

Riptide's and DeadTech's mods both installed and worked while online.
Reinforced Armor refused to show up in my G menu no matter what I did.

Then I went into my mods folder and copied the corresponding .sbc files to .zip files. (The files don't need to be overwritten, they work fine with a .sbc and .zip of the same file in the same folder).

From here I noticed the Reinforced armor mod wasn't even downloaded, nor would it download, no matter how many times I unsubbed and then resubbed the mod, restarting steam and SE between each time I changed the subscription. Here I got a friend to send the the file on his computer for the Reinforced armor mod, which I copied a .zip version of. I tripple checked the contents in the corrisponding folder was indeed the mod I wanted and loaded up my game. Clicking the mod to load into the game I still couldn't even get it to load into the game world at all.

Riptides Pack and the MessHall Pack are "supposed to be loaded" into the game as I get some items from the Riptide mods, and a different DeadTech mod to work but there are items from both that aren't loading at all. So I'm effectively missing some or all parts of the mods above inspite of having the files set to load into the game.

I'm at my wits end trying to figure this out. At first I was frustrated that the mods work on a cloud from steam, meaning that if you have no internet you can't use them unless manually converting them to work locally. Now I'm infuriated that I'm being hampered even more. Are some mods truly 'online only'? Or is there something wrong with the file? Did some true/false values get changed somehow? Any help is greatly appreciated, but I warn that I will not be able to reply to this thread regularly, I'm posting this at work and can only check it while at work.

Thanks so much in advance for support/advice/and I hope a fix.

I am beginning to think it has something to do with poor connection or data transmission from steam as I have the same issue, and have had it for a long time now. This is part of the log and it shows a bunch of mod #'s that "Steam Messed Up". These are all the new subscriptions that I have yet to have on my system. Thanks for the information on how to set them up for offline play - I only get 30G of bandwidth a month and it seems to constantly be downloading mods when I wish to play. I have over 300 mods according to the log file.. LOL..

Check your Log file and see if you have the same errors - If you do, I am sure that will help the devs figure this out... they can see if there are similarities in our systems or whatnot.
Nice to know that I am not alone in this... well.. not so nice for you. Patience dude... it all gets better!

I do have the new mods on my computer now however - I use a utility from Hexicube (god I hope thats right) - I manually enter the Mod # and it downloads the files and puts them in the directory. I am guessing that SE does not populate its list by scanning the mod directory as they DO NOT appear in my available mods list. If they patched it so it did populate from scanning the directory, I believe that it would be a very quick solve to the problem for now.
Here is the link to the program to download the mods from Steam outside of SE -https:// https://forums.keenswh.com/post/mod-downloader-program-7098141?highlight=mod+downloader&trail=15
    Hope it helps!

Well several attempts to get the system to recognize that I had a mod that I wanted loaded, and it didn't, I almost gave up. Almost.

I'm in the same position as you, I only get so much bandwidth a month but on my phone I had a strong enough hotspot to jump into a server game where they had the mod I wanted. I figured if I couldn't purposfully get the mod from Steam what I could do is try to "catch" it from an online game where the mods are downloaded to your system to match up with the server/host. The game DLed the mods, loaded the game, I double checked that I did indeed have the reinforced armor in my G menu and that I could even place a block of it. Then I got out of the game, isolated the mod file by # and copied that exact file to a .zip format. Later removing all traces of the previous files I tried to install. I did, by the way, do all of this while SE was still running on the main menu so it didn't reset it's mod list before I logged off. "Can't stop the signal!"

That has worked twice now but between you and me "catching" mods is the worst way to go about this fix. I ended up with some 20 mods I didn't want and had to go through and convert them to a .zip, open, and then delete each one manually. By the end of it I felt like I had caught Crabs from frolicking willy nilly too much in strange servers.

I will check my steam logs to see what they say, thanks for the advice, and I hope you have a friend you can jump in with and try to get the mods you want from their hosted game. Good luck, BB.

Assuming you are running a local game, and not trying to run a dedicated server on your PC....
I have done similar things when trying to fix a broken mod I downloaded.

    You have the steps correct:
    1) get the *.sbm file
    2) rename to zip
    3) unzip to a folder.
In addition, I would move the old zip file or sbm file somewhere else as a backup. Otherwise, SE may get confused if it finds a duplicate mod.

If you read over your space engineers log file, it will tell you which mod name matches with which number:

Then of course make sure you enable the mod(s) in your singleplayer world.

Yeah, when I get the mods into the mods folder in .sbm format I use 7-zip to do the following.

    Select one or multiple mods
right click > 7-zip> Extract to "#\" or "*\" (for multiple ones)
Open each .zip > View the thumbnail > rename the # folder to the mod (ex. 297110720 becomes MessHall Pack)

Doing 10 mods in this fashion takes me less that 4 minutes to rename them all. And in a truly offline game the multiplayer modes won't allow you to use any local mods at all so you have to go back to your mods list and switch them all over. It's also quite obvious which mods are local and which are steam, due to the ugly white "local Mod" folder. And Steam mods read as red text in offline. Every time I have tried to move the .sbm or .zip files elsewhere they don't show up on the mod list at all, so they have to stay in the mods folder. Now I haven't tried putting all of the mods of a certain file type into another folder within the mods folder. For example a folder named "Local Offline Common Mods" that contains all the .zip folders of the mods I use the most. It would be nice if I could load the game up, pick that one umbrella folder and have all the mods within load into the game - instead of hunting and searching for which ones I want whenever I start a new world.

The only reason I haven't tried to organize them is as I said before, if I move them the game doesn't read them, and secondly I still have some lingering issues from trying to organize and load all the Skyrim mods I had without the game crashing on me. Swear I spent more time trying to get it running than I did playing it.

So as it stands now I leave them all in the same folder and have narry a problem with it that way; and organize by file type, and then in descending order which files were messed with last.

One problem still persists in that there are chunks of two mods that will not show up in game no matter what. The DeadTech Messhall pack displays all of the counter style items but no other items (i.e. no fridge). And Riptide's EW & CC mod pack has one table (the plane one with nothing displayed above it), and the interior walls that have sections cut out of them. The full walls, blocks, and control station are all missing from the game. When I go online they're there when I use the .sbm file, but not when I use the Local version. So there are two cases where I'm only loading half the mod for some reason. I've double checked the code and all the data is there but it's just not loading.

    Quite Irksome.

A MUCH easier way to get the mods from Steam without going through that long process is to use this site:
    https://gaddons.org/

Simply copy the workshop item address and paste it into the converter and it will allow you to download any workshop item, then just extract it via any compatible file extractor and it will work.

Much appreciated! I'll give it a try next time I grab a few. Hopefully it will help several of the other people here as well.
